Lawyer, with law degree from Universidad del Rosario (Bogotá, 1991), master of laws (L.L.M) from Harvard University and additional studies at London School of Economics (LSE) and Instituto Ortega y Gasset. He held the post of Supervisor of Industry and Trade from 2010 to 2012 and, as such, headed up this Colombian public entity which serves as the Colombian antitrust authority and the national industrial property office , while also acting as the national personal data and consumer protection authority.
In 2015, he joined Garrigues as a partner and is currently the director of the firm’s Public Law and Competition Law Department in Bogotá.
He has been a university professor and is currently an arbitrator on the main list maintained by the Bogotá Chamber of Commerce (the main Colombian arbitration center).
For the past several years, he has had the honor of serving as an associate judge on the Constitutional Court.
Experience
José Miguel studied law at the School of Jurisprudence at Colegio Mayor del Rosario and has a Master of Laws (LL.M) from Harvard University. He participated in the “Politics of Global Finance” program at London School of Economics and attended the course on the European Economic Union at Instituto Ortega y Gasset, in Madrid.
He has a diploma in insurance from Universidad Javeriana in Colombia. He has worked as a University Professor of Colombian Constitutional Law and Economy in International Politics at Universidad Externado in Colombia; and taught a course on Financial and Commercial Contracts in the Law Department of Universidad de Los Andes.
He worked at Banco Nacional del Comercio where he held the position of Legal Deputy President and General Secretary; and later became International Broker and Executive Director at Willis Limited Reinsurance Broker, in the property practice of the London office (United Kingdom).
In 2000 he founded the law firm De La Calle, Londoño & Posada with other colleagues, where he worked in the free competition law, consumer protection, data protection, litigation and public law practice areas.
From 2010 to 2012, José Miguel held the post of Supervisor of Industry and Trade, which is the highest ranking position in the Office for the Oversight of Industry and Trade, a national agency that serves as Single Antitrust Authority for Colombia, Consumer Protection Authority, National Industrial Property Office and National Personal Data Protection Authority.
In 2012 he returned to the legal profession and in 2015 joined Garrigues as managing partner of the Public Law and Competition Law Department at the Bogotá Office.
For the past several years, he has been an arbitrator of the Bogotá Chamber of Commerce, Colombia’s main arbitration and conciliation center. He also has the honor of serving as an associate judge on the Constitutional Court.
