Victor Baca Oneto is Of Counsel in the Public Law Department at the firm's Lima Office. He develops his professional practice in the area of Administrative Law, essentially in Regulatory Law, public contracting and advice on administrative procedures of different kinds, especially sanctions. Lawyer from the University of Piura and Doctor of Law from the University of Valladolid, he is also a principal ordinary professor of Administrative Law at the University of Piura, where he directs the Master's Degree in Administrative Law and Market Regulation. He has been recognized by Chambers & Partners, Legal 500, Leaders League, and Best Lawyers. He has been part of different resolution bodies of INDECOPI, in matters of consumer protection and elimination of bureaucratic barriers. Experience
Victor Baca joined Garrigues in February 2016 as Of Counsel. Previously, he had been a lawyer and head of the administrative law practice at Estudio Ferrero Abogados (now part of PPU). In addition, he was a member of the Decentralized Commission of the National Institute for the Defense of Competition and Intellectual Property (INDECOPI) in Piura (from November 2005 to January 2009), of the Decentralized Commission of INDECOPI in Ica (from May 2009 to June 2011), of the Consumer Protection Commission No. 2 at INDECOPI Headquarters (June 2011 to July 2014), of the INDECOPI Commission for the Elimination of Bureaucratic Barriers (July 2014 to June 2018) and of the Chamber for the Elimination of Bureaucratic Barriers of the INDECOPI Court (July 2018 to February 2021).
At Garrigues, Víctor Baca has been involved in numerous infrastructure projects, advising both proponents, concessionaires, financiers and even the State. In addition, he has advised numerous clients in contractor selection procedures and during the execution of contracts for goods, services and public works. In addition, when dealing with complex issues, he is often requested to prepare reports and legal opinions, both by private and public entities. He has extensive experience in regulated sectors, especially telecommunications and energy, in which he has advised important companies in the sector.

- In addition, he has completed a Diploma in Senior Management for the Justice Sector, organized by the Senior Management Program (PAD) of the University of Piura (2008); and the Management Skills Program, organized by the Senior Management Program (PAD) of the University of Piura.
Teaching activity
Principal Professor of Administrative Law at Universidad de Piura. Professor of the Diplomas in Administrative Law and Economic Regulation and Competition organized by the University of Valladolid (Spain). He has also been a postgraduate professor at the Catholic University of Valparaiso (Chile) and the Catholic University of Buenos Aires (Argentina), among others. He has been a professor of the Master's Degree in Control, organized by the National School of Control of the Comptroller General's Office of the Republic of Peru. In addition, he has participated in numerous congresses and academic events in his field.
