Francisco Montes Worboys joins Garrigues as partner in charge of the Administrative and Constitutional Law area of Andalucía and the Canary Islands. Over the course of his long professional career in both the public and private sector, he has acquired an in-depth knowledge of administrative law. He specializes, among other areas, in public procurement, competition and the single market, penalties, the environment and energy, costs, the integral water cycle, property regime, public employment, condemnation, land planning and zoning, subsidies and financial and accounting liability. His appointment is pending ratification by the Garrigues Partners’ Meeting.
With a Degree in Law from Universidad de Sevilla, Montes is a tenured civil servant in the Legal Service of the Andalucía Regional Government, which he joined in 2005. In 2009 he was seconded to the Supreme Court as a lawyer in the technical office of Judicial Review Chamber Three. He was made head of the Legal Service, in the Environment and Territorial Planning area, of the Andalucía Regional Government from 2010 to 2014 and subsequently of the Department of Economy, Innovation, Science and Employment of the Andalucía Employment Service. Following a brief stint in the private sector, in 2022 he held the position of Director of the Legal Department of the Provincial Tax Agency of the Huelva Provincial Government and has been Managing Director of Tourism of the Andalucía Regional Government since September 2023.
Garrigues’ new partner has participated in the drafting of multiple statutory and regulatory provisions, in the negotiation of constitutional disputes, proceedings involving the infringement of Community regulations and public compliance plans. He is lecturer on the Master’s Degree programs at Universidad Loyola Andalucía and Instituto de Estudios Cajasol, among other postgraduate schools, is a member of the Legal and Economic Affairs Board of the Archbishopric of Seville and is a trustee of Fundación Francisco de Paula de Protección de Menores, among other institutions.
Francisco has also published numerous articles in specialized journals and collective works.
