Mexico regulates technical specifications applicable to safeguard warehouses for the distribution of liquefied petroleum gas

On August 19th, 2019, the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (ASEA), published a Mexican official standard to regulate guard warehouses for the for distribution and retailing of liquefied petroleum gas through portable containers and transportable pressurized containers; for the design, construction and pre-start, operation and maintenance, closure and decommissioning stages.
NOM-011-ASEA-2019 will enter into force on December 17th, 2019, and shall leave without effect NOM-002-SESH-2009, relative to Liquefied Petroleum Gas Distribution Warehouses, design, construction, operation and safety conditions.
This standard should be observed by companies in the public and private sectors carrying out the activities regulated by the Law of the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (Ley de la Agencia Nacional de Seguridad Industrial y de Protección al Medio Ambiente del Sector Hidrocarburos), that carry out the stages of design, construction, pre-start, operation, maintenance, closure and dismantling of safeguard warehouses in which containers are intended for distribution of liquefied petroleum gas ("LP Gas "), or for LP Gas retail.
The project requirements for the design, construction and pre-start stages, operation and maintenance, closure and dismantling of the safeguard warehouses for distribution and retail, must comprise descriptive technical reports, plans for each specialty (civil, electrical and fireproof) and the respective operating, maintenance and safety specifications. Such drawings and reports should contain the information set out in the standard, as well as in the annexes thereto.
The interested party shall obtain an expert report issued by a Verification Unit for each of the stages, evidencing that the engineering, construction, operation, and maintenance of the facilities was carried out in accordance with the standard provisions.
The safeguard warehouses for distribution and expenditure of LP Gas must be located at a minimum distance between 8 and 15 meters, depending on each case, of sites intended for recreational, sports, educational, work, commercial, health, as well as any other open area where citizens may gather.
