A regulation is currently being discussed which forces mandatory consignment of Spanish-flagged commercial vessels while in Spanish ports

The draft Royal Decree determining the obligations for the establishment of shipping agents, was recently prepared to implement the legislation currently applicable to consignment (basically the revised State Ports and Merchant Shipping Law and the Maritime Shipping Law).
Among other new features, this draft instates obligatory consignment for Spanish merchant vessels in national ports and entails the creation of a Shipping Agent Register in which these agents must be registered. It also requires shipping agents to have an office or establishment at the place where the port is located and to ensure compliance with the rules and formalities determined by the port authorities, port harbor masters and other authorities in connection with the time the vessels spend in the port.
