Antonio Ávila is a senior associate in the Administrative, Planning and Zoning and Environmental Law Department. Antonio Ávila is a senior associate in the Administrative, Planning and Zoning and Environmental Law Department, which he joined in 2016. His practice includes all areas of public law.
He specializes in the judicial review jurisdiction, having advised companies from multiple sectors on a range of matters, including the preparation and filing of cassation appeals before the Supreme Court and appeals for protection of constitutional rights before the Constitutional Court. He also has broad expertise in penalty procedures and proceedings in numerous sectors (including consumer goods, securities market, tobacco, transport, antitrust, energy, telecommunications, environment and audit).
He regularly works on matters relating to public procurement in several sectors, particularly the health and transport sectors. His advice includes the drafting of reports and legal opinions, the preparation of special appeals (or claims) in the area of public procurement, procedures for the financial readjustment of contracts and monetary claims, and he also provides legal assistance in court in relation to these aspects and any others that may arise during the tender, award, execution and settlement phases of contracts.
He also habitually advises companies in sectors subject to strict regulatory compliance, particularly the gambling and tobacco industries, and has participated in the preparation of draft legislation relating to several fields of public law.
