Eduardo Ortega is a Principal Associate in the Garrigues Administrative Law Department in the Lima office. He is specialized in Administrative Law and Regulation, covering different economic sectors and industries. He is a lawyer from the Pontificia Universidad Católica del Perú and has a master’s degree in Law in Regulated Sectors from the Universidad Carlos III de Madrid, specializing in Energy. He is currently a professor at the Law School and at the master’s degree in Administrative Law and Regulation at Universidad de Piura, as well as a speaker and panelist at academic and professional events related to his fields of expertise and arbitrator of scientific articles in specialized journals. Experience
Eduardo has been a Principal Associate of the Garrigues Administrative Law Department in the Lima office since 2022, a firm he joined in 2014, having also had the opportunity to work as a consultant for the same Department in the Madrid office (2018). Before joining Garrigues, he was an Associate in the Administrative Law Department of Ferrero Abogados (currently Philippi, Prietocarrizosa, Ferrero DU & Uría) between 2011 and 2014. Throughout his professional career, Eduardo has gained extensive experience advising clients, both private and governmental entities, in matters related to administrative law, public procurement, infrastructure, energy (electricity, hydrocarbons and natural gas), telecommunications, natural resources, urban planning, among others.
As part of his work, Eduardo prepares reports and legal opinions, solves queries, provides advice in the context of administrative proceedings of a diverse nature, defend private entities in administrative proceedings followed by governmental entities -especially sanctioning proceedings-, participates in the execution of projects of all kinds involving public law components and executes due diligence processes. Likewise, he provides advice in all the phases of the cycle of public infrastructure projects, in public bidding processes, in the execution of public agreements for the development of infrastructure projects, acquisition of goods and provision of services by governmental entities, as well as in proceedings for challenging awards, amendments and early termination of public agreements.

- Master's Degree in Law of Regulated Sectors, specializing in Energy, from the Universidad Carlos III de Madrid (2018).
- Postgraduate in Concession Law from Universidad Peruana de Ciencias Aplicadas - UPC (2012).
- Lawyer (Suma cum laude) from the Pontificia Universidad Católica del Perú (2011).
Teaching activity
Eduardo is a frequent speaker and panelist at academic and professional events related to his fields of expertise. He was a co-professor for the "Administrative Law II" Course at the Law School of the Pontificia Universidad Católica del Perú and a professor for the "Public-Private Association Agreements by Service Levels" Course of the Specialization Program in Management and Supervision of Infrastructure and Public Services Agreements at the Institute of Regulation & Finance - FRI of the Universidad ESAN and in the Extension Course of the Public Use Transport Infrastructure Supervisory Body - OSITRAN.
Currently, Eduardo is a professor of the "Essential Network Services" Course at the Law School and the Master's Degree in Administrative Law and Regulation at the Universidad de Piura.
