Filipa Brito Pereira is a Senior Associate in the area of Public, Energy and Environmental Law.
Recent practice focuses on administrative law, energy law, public procurement, environmental law and planning law.
Experience
Filipa has experience in providing legal advice on matters of public and regulatory law (namely in the regulated sectors such as energy, health, water and transport), in particular within the scope of projects and M&A transactions. She also has experience in ongoing advice to public entities and private companies, namely in public procurement proceedings and execution of public contracts (such as concessions). Filipa further has experience in drafting of legislation.
Before working at Garrigues, Filipa was a lawyer at Linklaters Portugal (2014-2018) and an advisor to the Portuguese Government (Secretary of State of the Presidency of the Council of the Ministers, at the XXI Constitutional Government (2018-2019), and Secretary of State Assistant to the Prime Minister, at the XXII Constitutional Government (2019-2020)).
Academic background
Filipa has a law degree for the Faculty of Law of the University of Coimbra and she concluded her Master in Law & Business from the Catholic University of Portugal Law School and Catolica Lisbon School of Business and Economics. Filipa has also attended post-graduate studies on Health Law and on Legislation Drafting at the Faculty of Law of the University of Lisbon and on Planning, Zoning and Environmental Law at the Faculty of Law of Coimbra. She also attended post-graduate studies on Public Procurement at the Faculty of Law of the Catholic University of Portugal.
She also completed an intensive course on negotiation at the Universidad Pontifica Comillas in Madrid, being a certified mediator for resolution of particular conflicts by the ICFML (Portuguese-Speaking Mediators’ Training and Accreditation Institute), in partnership with the Catholic University of Portugal.
Teaching activity
Filipa is an invited lecturer of European Law at Instituto Superior de Contabilidade e Administração de Lisboa. Furthermore she has been a guest speaker at several conferences and undergraduate, master's and postgraduate courses.
