Experience
Manuel has ample experience in a wide range of capital markets matters, including green bond issuances and securitizations. He also has extensive experience in securities offerings in both international and local markets, including having participated in a large variety of issuances under United States' Regulation S and Rule 144A, not only for private issuers but also for government agencies. He has participated in a wide range of capital market transactions, including subordinated notes for local banks, CKDs/CERPIs, Fibra E, securitizations and structured securities. He also has solid experience in banking; he has advised on local and cross-border loans granted by financial institutions and regularly provides advice relating to banking regulations.
Manuel has extensive experience in mergers & acquisitions having participated on a number of landmark and high profile matters. Manuel represented the Mexican Asset Administration and Sale Agency or SAE, in the design and implementation of the sale procurement process for the sale of nine sugar mills that represented more than 20% of the Mexican sugar market.
Up until July 2001, Manuel served as General Legal Director of Deposit Insurance at the Instituto para la Protección al Ahorro Bancario (IPAB) Mexico's deposit insurance entity. At IPAB he participated in the design of the new deposit insurance system, the implementation of financial support programs, IPAB's debt restructuring, the negotiation of credit agreements and the sale of financial entities.
From 1995 to 1998, Manuel worked at the Mexican Ministry of Finance: first, at the General Direction of Public Credit, participating primarily in the drafting and negotiation of public external debt agreements, particularly the issuance of bonds by the Federal Government (UMS SEC shelf-registered bonds, as well as offerings pursuant to Regulation S and Rule 144A) and public sector entities in international capital markets. In 1997 he was appointed Director of the General Direction of Banks and Savings, where he participated in the implementation of the new pension funds system, and was actively involved in the design of the regulatory framework for Afores. From 1994 to 1995, Manuel worked at the Mexican Banking and Securities Commission, where he primarily participated in the revision of the requests filed by NAFTA-based financial institutions to obtain authorization to establish their Mexican subsidiaries.
Manuel has also served as a member on the board of directors of several Mexican companies, such as Aeromexico, Goldman Sachs México Casa de Bolsa, Kuspit Casa de Bolsa and The Bank of New York Mellon México.
