
Malcolm has 7 years of professional experience. He currently practices in the energy and environment sectors, providing advice on regulatory, contractual and contentious matters to various national and international companies involved at different levels of the oil and gas and electricity supply chains. He has had contact with and collaborated in various proceedings before the relevant bodies of the Mexican energy and environmental sectors, for the correct performance of regulated activities.
Given his academic background and experience, Malcolm provides an up-to-date and global perspective, seeking to integrate the complex interrelationship between energy and the environment into a detailed legal analysis that takes into account both transactional and regulatory elements.
He has contributed articles to Oil & Gas Magazine, a specialist publication in the Mexican energy sector, since 2019. To date, he has published more than thirty articles on domestic and international matters from a legal and political perspective.
Malcolm practiced as an associate in the energy practice of a boutique law firm specializing in regulatory law. He also worked in the administrative litigation and consulting practice of a recognized firm in this field.
Experience
Malcolm Hemmer is a senior associate in the Corporate and M&A and Energy practices. He has led and participated in various projects related to regulatory compliance and the energy industry. In 2021, he managed the regulatory compliance and obtainment of permits for an operation to transfer diesel fuel at an industrial park, ensuring that all environmental and safety regulations were met. Between 2019 and 2020, he was part of the team that developed and implemented the energy strategy for a federative entity, contributing to the formulation of public policy in the energy sector.
He also participated in contentious proceedings in 2019 and 2020 challenging the revocation of permits for the sale of refined oil products by the Energy Regulation Commission (CRE), defending the interests of the companies involved. In 2019, he advised on the acquisition of an LPG distribution plant, carrying out an exhaustive due diligence review, managing the necessary authorizations before the regulator and drafting the pertinent agreements.
In addition, between 2018 and 2019, he participated in the process for migration of a contract for services to an oil and gas exploration and extraction contract, ensuring the transition was performed in accordance with sector regulations and requirements.
