COVID-19: The Ministry of Communications and Transportation of Mexico specifies the essential activities

The Ministry of Communications and Transportation (SCT) has published in the Federal Official Gazette (DOF) a ruling specifying the essential activities competence of the STC. This is in connection with the ruling published by the Ministry of Health on March 31 in the DOF, by means of which extraordinary actions to address the heath emergency deriving from y COVID-19 were declared and non-essential activities were suspended.
In general terms, the activities considered as essential by the SCT are classified as follows:
Infrastructure: toll-free road maintenance, rural road maintenance and rehabilitation, operation of the toll-free and toll freeway network, including maintenance and surveillance.
Transportation: humanitarian bridges, essential port works to ensure proper operation, authorizations to act as a shipping agent; chain of services for the transport of people and cargo and those related to them, passenger terminals and verification units, supervision of the plants; provision of public rail transport service, rehabilitation and maintenance of railways, conservation and maintenance; certificates of safe flight, export and airworthiness, workshop permits, overflights, rescue flights, humanitarian flights, airport services, complementary services, assignment and cancellation of license plates, approval of insurance policies, among others.
Harbor operation: entry and exit of ships, loading and unloading of goods and passengers necessary for the continuity of supply of supplies, piloting and activities inherent to the operation of ships in port, authorization of maneuvers and amendment and anchoring of vessels.
Communications: guarantee continuity of telecommunications and broadcasting, safeguarding the security of critical infrastructure, continuity of social coverage projects, mail and messaging services, satellite services, operation of the private network of the Federal Government.
