Ángel Moreno is a principal associate in the Labor and Employment Law Department of Garrigues in Zaragoza, where he practices in all areas of labor and employment law, social security, occupational risk prevention and other aspects of labor and social legislation.
Having amassed a wealth of experience between 1985 and 2006 as a Labor Inspector and as Director-General of Work of the Aragón Regional Government, he routinely handles all kinds of collective and individual procedures and actions by administrative bodies and/or the courts relating to all areas of labor and social legislation.
Over his professional career, he has participated in, advised on, acted as mediator in and decided many of the most significant cases in the region of Aragón.
Experience
Ángel Moreno is the co-head of the Labor and Employment practice at the Zaragoza office. He joined Garrigues in 2006.
He has extensive experience in collective disputes, occupational risk prevention, foreign workers, social security matters, and labor and social security inspections due to his position as an officer of the Higher Corps of Labor and Social Inspectors since 1985, having held the positions of Inspection Team Leader in La Rioja (1989-1990), Head of the Navarra Provincial Labor Inspection Authority (1990-1998), Head of the Zaragoza Labor and Social Security Inspection Authority (2000-2003) and Director-General of Work and Immigration of the Aragon Regional Government (2003-2006).
He provides recurring advice on criminal matters relating to occupational accidents, collective labor procedures, senior managers and executives, and occupational risk prevention plans, among others, acting as legal counsel in court proceedings relating to all manner of labor law matters in the labor, criminal and judicial review jurisdictions.
Arbitrator in union elections and a member of the Navarra Labor Court and the Aragon Mediation and Arbitration Service (1990-1998). Since 1999 he has been a mediator of the Aragon Mediation and Arbitration Service, having mediated in numerous individual and collective disputes, and strikes.
