Diana Rodríguez Domínguez is a senior associate in Garrigues’ Administrative, Planning and Zoning, and Environmental Law Department. She pursues her practice from the firm’s Vigo office.
She specializes in port law and planning and zoning, with extensive experience in both areas. In the field of Public Law, she also provides ongoing advice to both public and private entities on public procurement, subsidies and public aid (coordination of advice on Next Generation - PRTR funds), implementation of real-estate projects and the environment (waste - extended producer liability), assuming the legal management in different kinds of administrative and judicial review proceedings.
Diana belongs to the Garrigues ESG team in Galicia, in which she coordinates cross-sectional and multidisciplinary advice to clients in different sectors on the three main areas, through different lines of service.
She has a Degree in Law from the Universidad de Santiago de Compostela and is a member of the Vigo Bar Association.
Experience
Diana Rodríguez Domínguez is a senior associate in Garrigues’ Administrative, Planning, Zoning and Environmental Law practice area and joined the firm in 2017. During her professional career, she has acquired sound experience advising both the private sector and Public Administrations in the following areas:
- Port Law. Diana has experience in titles of occupation of port public domain (concessions and authorizations), material modification of concessions, extension and renewal of concession terms, implementation of port projects and works, licenses for the provision of port services, processing of port planning instruments. She provides ongoing integrated advice to both port operators and Port Authorities in the areas of ports of general interest and regional ports.
- Town planning and zoning. In this area, she advises on the preparation and processing of town planning and zoning instruments, as well as on urban management and discipline (licenses, prior notification, sectorial authorization, procedures for re-establishing planning legality).
- Public procurement. Experience in the preparation of Specifications, legal advice to Procurement Panels throughout the tender procedure, contractual modification cases, extensions, liquidation procedures and assistance in special appeals relating to public procurement.
- Public subsidies and aid. Diana provides advice on the preparation of applications, the procedure for the granting and justification of aid, cases of reimbursement and the filing of judicial review appeals against financial corrections and reimbursement orders. Her experience focuses particularly on European funds and she coordinates the Garrigues’ team in Galicia for the Next Generation and Recovery, Transformation and Resilience Plan funds.
- Real Estate law. In this area, she has provided legal advice on the implementation of real-estate projects, drafting of real-estate contracts (sale and purchase, purchase option, surface, future lease, etc.),
- The Environment: waste, packaging (household, commercial, industrial), extended producer liability (collective and individual systems). Diana belongs to the Garrigues ESG team in Galicia, in which she coordinates cross-sectional and multidisciplinary advice to clients in different sectors on the three main areas, through different lines of service.
- Legal assistance in different kinds of administrative proceedings (penalty, cease and desist orders and cease of industrial activities), as well as legal management in judicial review proceedings at different instances, including the preparation and filing of cassation appeals to the Supreme Court.
Throughout her career, she has provided ongoing advice to public and private entities in English and French (domestic and international due diligence procedures), languages in which she is fluent in legal matters.
Diana has worked as a volunteer by giving training courses to immigrants to obtain citizenship and in pro bono programs for social entities, NGOs and Public Administrations.

- Graduate in Law from the Universidad de Santiago de Compostela, with extraordinary end-of-degree award.
- Collaboration scholarship with the Department of Public Law and State Theory at the Universidad de Santiago de Compostela.
- Master’s degree in access to the legal profession from the Universidad de Vigo.
