Francisco is counsel in the Administrative Law Department at Garrigues, where he has worked since 2003. He specialises in all areas of administrative law, although he has particular expertise in contentious-administrative matters, urban planning, the environment, the organisation and operation of the public sector, administrative contracting, guarantees of the financial liability of public authorities and the entire field of public law in the agribusiness sector. He holds a degree in Law and a Master's degree in "Intervention of the Administration in Society" from the National University of Distance Education. He also has teaching experience.
Experience
Francisco Sánchez Hernández is counsel in the practice of Administrative Law, Town Planning Law and Environmental Law.
He has extensive experience in the processing of administrative proceedings and the formulation of administrative claims and appeals of all kinds, as well as in legal assistance before the contentious-administrative jurisdiction at all levels (Courts, High Courts of Justice, the National High Court and the Supreme Court, as well as before the Constitutional Court), particularly in matters of urban planning in the three areas of activity (planning, management and urban discipline), in legal assistance in environmental assessment for the implementation of plans, projects and activities, in the organization and operation of the public sector, in public sector contracts (advising in tender procedures and before the Central Administrative Court of Contractual Appeals), in compulsory expropriation and liability of public administrations proceedings, in the Agribusiness sector (in all matters of public law such as, for example, food chain, fruit and vegetable producers' organization, Common Agricultural Policy, Cadastre or water rights), in matters of special properties (advising multiple clients in matters of Water, “Vías Pecuarias”, Coastline and Ports, in all matters relating to, among others, demarcation procedures, processing and obtaining concessions or sanctioning procedures), in subsidies and public aids, in the field of health law (in relation to legal assistance to private health operators) and in Local Regime matters.
In addition, he has been providing legal advice to public administrations, public law entities and companies in the regional and local public sector, on aspects such as the applicable contracting regime, financing alternatives in contracts of various kinds, the regime for the reversion of expropriated assets, assistance in the drafting of general rules and legal assistance before the contentious-administrative jurisdiction.
