Silvia Mínguez is a principal associate in the Administrative Law, Urban Planning and Environment Department at Garrigues, where she practices in the areas of urban planning, management and discipline, the environment, administrative contracting, subsidies and public aid, administrative sanctioning procedures of various kinds, providing advice in administrative and contentious-administrative proceedings, both in the private and public sectors. Experience
Silvia Mínguez is a principal associate in the Administrative Law, Urban Planning and Environmental Law practice at Garrigues, which she joined in 2010. Over the course her professional career she has been involved, and has extensive experience, in the following areas:
- Advising the public and private sector on urban planning matters (urban planning, management and discipline).
- Advice on urban due diligence processes, and preparation and analysis of reports and real estate contracts (sale and purchase, leasing, purchase options, etc. of real estate and land).
- Advice on sectoral matters (roads, transport, telecommunications, mines, water, coasts, energy, etc.).
- Advice on environmental matters (integrated environmental authorization, environmental impact assessment, land quality declaration, etc.).
- Advice to the public and private sector (bidders) on public procurement, from the preparation and award of the contract to its modification and termination, in all types of contracts (works, services, supplies, public works concessions, etc.). Legal assistance in special procurement appeals.
- Legal assistance in matters of subsidies and public aid, especially in reimbursement proceedings.
- Legal assistance in all types of administrative proceedings, including disciplinary proceedings.
- Legal assistance in contentious-administrative appeals in the aforementioned matters.
