Susana Cabrera is the partner in charge of the EU & Antitrust practice.
She has extensive experience in all matters relating to antitrust law, such as merger control, investigations related to agreements and cartels, abuse of dominant position, compliance programs, and in providing all manner of strategic advice in numerous sectors, including the financial, energy, telecoms, pharmaceutical, transportation, entertainment, tobacco and retail, both in administrative proceedings before the Spanish and European antitrust authorities and in litigation before the Courts. She has participated in some of the highest-profile antitrust cases in Spain and worldwide and is routinely recognized as one of the leading experts in her areas of expertise by legal directories.
Susana has a degree in Law from Universidad Complutense and a Business degree from Universidad San Pablo CEU, Madrid. She holds an LL.M. from the College of Europe, Bruges (sponsored by the Spanish Ministry of Foreign Affairs) and the European Business Certificate from École Supérieure du Commerce Extérieur, Paris. She reads specialist seminars and lectures at several universities and forums, in Spain and abroad.

Susana Cabrera is the partner in charge of the EU & Antitrust practice.
She has over 25 years’ experience, having worked at Garrigues’ offices in Madrid and Nueva York (2012-2016), as well as a stint with a US firm in New York (2001-2002), both of which have enabled her to develop a truly international practice.
She has broad experience in all matters relating to EU and antitrust law across a range of sectors, including the financial, energy, telecoms, pharmaceutical, transportation, aviation, shipping, entertainment, logistics, distribution, tobacco and retail, both in administrative proceedings before the Spanish and European antitrust authorities and in litigation before the Courts. She has participated in and advised on several of the highest-profile antitrust cases in Spain and worldwide in the following areas:
- Merger control, both before the Spanish antitrust authorities and the European Commission, including the negotiation of commitments, with particular expertise in complex proceedings requiring imaginative solutions. She also has extensive experience in coordinating merger control processes in different jurisdictions worldwide, and particularly in Latin America, having participated in numerous engagements that required clearance in several jurisdictions, including Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Honduras, Mexico, Panama, Paraguay, Peru or Uruguay.
- Antitrust investigations in relation to cartels, abuse of dominant position and other anti-competitive practices before the CNMC, regional competition authorities and the European Commission.
- On-site inspections in antitrust cases conducted by the CNMC, regional competition authorities and the European Commission.
- Advice on the design and implementation of compliance programs.
- Advice on, drafting and review of all types of contracts that may concern antitrust law, such as distribution agreements, business cooperation agreements, etc.
- Litigation before the Spanish and European Courts.

- Master of Laws (LL.M.) in European Law, College of Europe, Bruges (Belgium).
- European Business Certificate, École Supérieure du Commerce Extérieur, Paris (France).
- Law Degree (majoring in Business Law), Universidad Complutense and Universidad San Pablo CEU, including study abroad at Universidad de Konstanz (Germany), under the Erasmus program.
Teaching activity
Susana has taught classes and lectured on EU and antitrust law at several universities, institutions and forums, both in Spain and abroad, including Instituto de Empresa, Universidad Complutense, Universidad Rey Juan Carlos, Instituto de Estudios Bursátiles, Centro de Estudios Garrigues, the Spanish Antitrust Association and several bar associations. She has also been a particularly active member of the International Law Section of the American Bar Association, participating in numerous international conferences and seminars on topical issues.
